RSC Adopts Official Position on FY2018 Appropriations

WASHINGTON – Republican Study Committee (RSC) Chairman Mark Walker released the following statement regarding the FY 2018 Appropriations process:

Today, the Republican Study Committee's Steering Committee adopted the following official position:

The Republican Study Committee supports the consideration of a consolidated, full-year appropriations bill for FY 2018, with an amendment process, prior to the August recess.

Since FY 2006, Congress has been unable to complete the full-year appropriations process. The last two decades have been marked by repeated continuing resolutions and massive bills that too often were forced on Members at the last minute as a take-it-or-leave-it choice.

Earlier this year, RSC Member Rep. Tom Graves proposed to end this self-defeating cycle and consider all of the annual appropriations bills in an open process in the House before the August recess. Because of time constraints, this will require a consolidation of the 12 annual bills in a single measure, much like H.R. 1 from the 111th Congress.

RSC Chairman Mark Walker said, "The game of financial and political brinksmanship has yielded few, if any, victories for conservatives. We cannot keep punting this problem and should be proactive rather than reactive. The House should have an amendment process that gives Members the ability to improve the legislation."

The RSC Chairman takes an official position on an issue when RSC Steering Committee members, the RSC's governing board, recommends it by a two-thirds majority vote.
